Les escoles de carta són escoles K-12 finançades pels contribuents que són gestionades per empreses privades. A Suècia, el 1992 es va instituir el sistema de friskolor ("escoles charter"). Hi ha actualment 900 escoles charter de tot el país. Aquests són finançats públicament amb vals escolars i poden ser gestionats per empreses sense ànim de lucre i amb ànim de lucre. Les escoles estan prohibides de complementar els fons públics amb matrícula o altres càrrecs, els alumnes han d’ingressar-se per ordre d’arribada i per primera vegada i els exàmens d’accés no estan permesos.
