Yes it should be forbidden. It is not a nice image to see homeless and drunk people around. It doesn’t feel safe either.
However, the state should educate them and help them understand that it is good for them too. The eye should provide them homes and support (mental health support too) and not force them to it. Avoid conflict

It depends on the situation. I dont see why a homeless individual would not accept shelter / housing. There must be a pretty good reason for it
