This needs to be decided at the local level. At any rate, whereever it is decriminalized, there must also be measures to deal with the attendant concerns of driving while high, etc.

Yes, but immigrants who use drugs should be immediately deported. And only non lethal drugs should be decriminalised. Non lethal drugs should be sold by a state monopoly. With ethnic Swedes who abuse drugs being put in rehab instead of prison.
