Why not do Both? The local Law enforcement is necessary for peace however The social and community based programs are also great to keep people from entering those curricles of bad gang people in the first place and to give them something they can feel apart of and belong to that keeps them from joining gangs or organized criminals

There are problems and we must fix them, but it must come from within. We must find the good officers and build them up to become the shining role models, while making it difficult for the problem types to thrive.

Funding for police should not be reduced but there should be more funding for local social integration programs also.
