Should the government use economic stimulus to aid the country during times of recession?
Yes, but only depending on the circumstances. In a recessionary environment with high inflation, stimulus may only exacerbate the problem.

Should the US have a mail-in ballot process for whole states in local, state, and federal elections?
I support verified absentee voting where identification and eligibility is verified, but not just sending out ballots to voter rolls regardless of request.
