No, only if they have a criminal history related to drug abuse or if the recipients treatment could be dangerous if performed to a recipient on drugs.

Yes, but only after working out that the drug/medical device/vaccine/cosmetic will work in theory.

Should transgender athletes be allowed to compete against athletes that differ from their assigned sex at birth?
Gender shouldn't matter in sports. Aka play mixed. If this means that most athletes at the top are men then so be it.
